It is a deliberate choice of word. It suggests this new system will not just provide information; it will participate in shaping a narrative. The public will have access to this new storyteller.

What is not being released is more specific. The reports describe an "AI flaw-finder," a model designed to interrogate others like itself, to identify their weaknesses and vulnerabilities. While the storyteller goes to the public, this inquisitor is kept back. Its access is being expanded, but only to a few, including governments. One system is given a voice, another is given the role of its critic. An imbalance is being established by design. A tool for the many, and a more knowing, more critical tool for the few who govern them.

The stated reason for this arrangement is the need to develop "guardrails". This metaphor is pervasive. It suggests a vehicle on a track, its path constrained and predictable. It is a comforting image for a technology that does not operate on fixed rails but in landscapes of probability. The partitioning of access, giving the flaw-finder to select groups, is part of building these enclosures. It is a decision about who is permitted to see the map of potential failures and who must simply trust the journey.
