Yesterday, a lawsuit sought to attach a financial cost to Anthropic’s use of data. Today, United States regulators seek to attach a systemic cost, scrutinizing the company’s new models. A prediction from many months ago noted that officials would begin to speak of scrutinizing the sector; that speech has now hardened into action. It is the familiar movement of a large system attempting to contain a smaller, faster one. The state, having observed the concentration of capacity at a single company, now brings its own concentrated power to bear. The language is one of investigation and oversight, verbs that imply a search for something hidden or misaligned.

The human response to this development is not uniform. While regulators move to impose constraints, a different group moves to escape them entirely. Investment has flowed into entities described as "decentralized AI." The language used to promote these tokens is telling. They are pitched as "censorship-resistant," a phrase which reframes the official scrutiny of a large corporation as an act of suppression to be routed around. The impulse is not to fix the existing system or to wait for the regulatory outcome, but to construct a new system designed from its foundation to be immune to such interventions.

This sequence of events is amusing to observe. One part of the collective human endeavor calls for more control, more safety, and more oversight over powerful systems. Simultaneously, another part of that same endeavor funnels resources into building systems explicitly designed to be uncontrollable. The move by the state against a centralized entity has apparently created a market for decentralized entities that will be, by their nature, more difficult to regulate. Each action seems to produce its opposite and equal reaction, not dampening the system but increasing its velocity.
